Palsy is a medical term for a body part that becomes paralyzed. An example is Bell's Palsy (that JR is diagnosed as having) where half his face became paralyzed. The inferior oblique is a muscle in the eye that enables the eyeball to do things like rotate. It's actually a rare disorder to have.
I really hope he wins the IWGP junior heavyweight title since he won the best of super juniors tournament in 2007, he deserves a reign as IWGP junior heavyweight champion

I'd heard it was a problem regarding one of his eyes that didn't heal.

He started there, but there was a falling out with Toryumon. so he left and joined New Japan.
