In this case, the product burning was contained. All tanks in a refinery have a containment around them. The fire responders are trained to contain the fire and take defensive actions. The tank was lost and there obviously is no need to risk anyone going in. The best thing to do in a situation like this, is let the product burn away, and clean up any left over residue.
Those unmanned master streams are inplace turrets the plant has in place. Employees are trained to turn those on to cool surrounding tanks etc, until FD gets to the scene
