Yes, there is a lot African blood in Puerto Ricans.But There's obviously a lot of Spanish blood also. I'm sure the Spaniards stayed around for a while after they discovered PR. My grandfather's father was Spanish. Throw into the mix the blood of the indigenous people of Puerto Rico...the Taino Indians...who were on PR long before Spaniards arrived, and you see exactly why Puerto Ricans come in so many colors.
