A silly noise has a bit of the same liguistic "Wow-did-he-really-say-that?" surprise effect as the real F-words, so it's a way better solution than bleeping or silencing it out -- at least for us with less-than-perfect hearing...!
Hard to argue your point, creative bleeping does add to entertainment value. Guess it all depends on the creativity of the censor. Some the best bleeps happen during sports related shows. The worst kind is whe movies on TV substitute words that a viewer knows darn well were not said.
