@3xarch actually its a POLYMETER, not a polyrhythm. He's playing 3/16 on top of 4/4 but the time value of the notes are the same, so he's playing two meters at the same tempo, that's polymeter. A polyrhythm is when different time signatures are played at varying tempos so that all measures start and stop at the same time. Basically if it were to be a polyrhythm, he'd have to play the 3/16 part much slower so that one measure of 3/16 would last as long as one measure of the 4/4. make sense?

I'm not quite sure what you mean. The way you wrote it out, he would be opening the hi-hat every second beat, when he's actually opening it every third beat.

So, to put it another way, that's

closed, closed, open, closed, closed, open, closed, closed, open, etc.

He doesn't hit the hi hat 2 times while it's open, if that's what you were thinking.
