1984 would not have inspired the Matrix, it would have inspired V for Vendetta. You'll find the Matrix was inspired by book Neuromancer

There are also many parallels between the matrix and 1984. The matrix itself being big brother. Besides...this video was made well before V for Vendetta came out. Another example of a movie based on 1984 was Equillibrium.
