Kelsey was with Kathie Briggs from January 2005 - May 2005, during this period she lost weight, and hair, to the point that she had a baseball size bald spot on her head. She also began self mutilating.
In May after Kelsey's legs were broken she was removed from KathIe Briggs care and place in the home of her maternal grandmother Gayla Smith. Visits were allocated to both Raye and the Briggs. DHS logs show that Kelsey would, love, hug and kiss on her mother.
But bite, Scream, kick, hit, shout and hide with Kathie.
Kelsey was eventually placed back with Raye, 3 sevices were monitoring Kelsey and her progress, by this stage the Briggs had given up there visitation rights, they didn't see Kelsey in her final months.
