The problem is your streaming is being flooded slowing your ability to send and recieve packets. Thus the connecting please wait bla bla bla you normally see. If even 1 packet is getting in and out you arent disconnecting. basically saying yes he def just got ddosed. But it is possible his luck is just that bad.
