The purpose of this film was to attack homosexuals not to protect young men. It served that purpose well to focus on homosexuality instead of correctly naming these guys as pedophiles promoting the false idea that homosexuals are pedophiles. If they had picked up girls the crime would be the same. By saying Jimmy got probation they are warning that he participated in a crime (under the law/interpretation of the time).

Where is 11 the age of consent? Im my country (Canada) the age is 14 but only if the other person is less than 2 years older, 16 otherwise but I think its 18 for anal or extreme fetishes. No person under 18 can give consent to sex with a person in authority like their teacher or scout leader. I think you are being a bit misleading about "progressive" countries.
