I did some research after seeing this video and alot of people are saying it's Fenzy but I found a website that says it may be part of a robot that tried to attack the car, but the car looks like it's parked so I think that rules that out. But the website has a really good picture of this scene and I can really tell it's not Fenzy, they think it maybe Rumble.

It acctually could be Frenzy. Any time a Transformer died in the movie, their Spark exploded in a blue flame. Frenzy just got his head chopped in half, no death. Seriously, watch when one of them dies in slow-mo. Jazz, Bonecrusher, Brawl, and Blackout all had a blue flame erupt in their chest when they died...Not Frenzy.

Also, those cables on his head are probably controls for his facial movements.
