MM Rules. I think that game would then consist more of offensive fouls then defensive fouls. Players would almost never be able to get a lay-up or dunk.

Another thing good be for safety. As you clearly can see, Richardson and his knee up in Ginobli face. A defensive player could get seriously injured by a lay-up or dunk because the player is at his top of his jump. It's also dangerous for the offensive player himself. He could tumble over, resulting a neck injury.
