They probably had to add it to keep the audio in sync with the animation.

That's what you get in some cartoons as well. When you dub something into another language, the sentences may not have the same length and you have to put an extra "Ugh" and other mumbling in there to make it look natural.

My theory for this scene is that first the animators just blindly created the motion of the old man and then the audio crew had no choice but to try and make it match the dialog.

Well, I'm no expert in the field but I could guess that it's because of the previously-mentioned language differences in lip-synching, and the producers, to make it work, had the actor who voices the old man say "aye", which fits the bill for an old sailor-type and fits his facial movements as well. A smart move for a not-so-well developed game, indeed.
