I would build the sturcture first BEFORE you intend to the roll the giant ball along. Otherwise you're wasting time adjusting balloons by a single joint each time,

You can save another ball by attaching some balloons to the white structure, making it fly towards the pipe.

I did this in less than 3 moves, just throw the goo balls at the big ball, until it launches over to the thing. Then, you can transport the moveable goo balls across.

this is driving me insane.. just when i think im on a roll, i get stuck on this one.. doesn't matter how hard I try, this one seems virtually impossible :(

Doing it normally (without the time bug trick), you can avoid using a ball at the end to reach the pipe by using the balloon balls. Just keep attaching them to the bottom left corner of the square and it'll eventually get pulled in.

There is a way to get all 38 balls without cheating, using some creative thinking. You can even do it in zero moves. I haven't managed to pull it off myself, though :)
