Look at the details...You can crearly see the first woman who looks over at him turn and put her arm up...Phone in Hand, calling for help. Later you can see a man standing next to the victim, talking to him probably telling him to stay still. With most people having no first aid/responder training, what would you have them do other than call for help?? Look how fast the cops got there...1:07 from the hit!! Super fast, they probably got a dozen calls all at once.
