In NY we have the CCRB (civilian complaint review board). It's a government agency which is run 100% by civilians. They handle all complaints against officers and deal directly with the Commissioner. Every city should have an independent board such as this.

I agree to an extent. The cops are much more interested in protecting moneyed interests over civilian safety. I'm fairly certain that's how civilian police forces came to be. Formed by businesses to protect their property from theft and vandalism.

If a store rips you off or a mechanic lies about a repair they never really performed, you can't call the cops and have them arrested. But if you retaliate or steal from them you go to jail.

It's the laws themselves that create this bias.

Why file a complaint (in equity) when you can file suit by standing as one of the people and making claim in a court of record for damages due to injury and trespass upon your person. Each one of us has un-a-lien-able rights and freedoms at common law.

Second, if you want to file a formal complaint....

1. Do so in writing.

2. Use a typewriter/computer.

3. Makes copies.

4. Keep a copy for your records.

5. Send it to the Chief of Police via US Mail certified with return receipt requested.

6. Request a response.

Doesn't always work, but neither do complaint forms and less likely to get you arrested.
