How come the pit raised again when Storm II knocks his opponents in, but stays active only when Storm II is in the pit?

storm ii doesn't seem as fastor as powerful as it used to be. might be cause of the really small arena

I think that's the case, because Storm II needs time to accelerate to maximum speed and power.
