Wont happen cos the off ramp you all want them to build is too close to the on ramp for Williamstown Rd ! And trucks trying to merge left to use the ramp versus cars merging onto the Westgate will create utter mayhem and more congestion and accidents. Good idea but wont happen. The ONLY option is for ALL trucks to use Citylink/Bolte Bridge to get to and from the port and for their travel to be toll free.
