All a water tower does is take the load off the mine water line coming in to the building if they are working on the water tower like that then the ppl in the building can still get water just swich over to the mine water line. Shut the valve and pumps down in the basement to the water tower then by pass the water tower lines and shut the valve then water can start going up from the mine line.
