A lot of the UFO flap occurred during the time of Nazi experimentation with such craft. That's not where HAARP is located if this is the camera I think it is (the only geostatic camera above the clouds at this inclination to horizon). All of the objects shown in this footage are moving as they are satellites, hence they are remaining at the same altitude but move with varying speeds if you look closely. And film grain/noise is not a gun, plasma beam or any kind of nonsensical device.
If you really want to believe in stuff like this at least get a decent closeup at good quality.

Not what it says. This footage is from a shuttle mission that took place before HAARP was even built. Even if they were contemporary, explain how radio frequencies can be used to shoot something out of the sky, especially something that is beyond the range of what you want to shoot it with.
