It does look... dare I say it... Unnatural? It doesn't quite seem to sort of be made of the background static. Though there even appears to be an arm swinging motion. Strange, to be sure.
Guys. Check the window on the left of the frame. It seems that when the figure gets midway, a reflection appears in the window. it looks as though someone walking around on the extreme left of the cameras view might have left a slight reflected image on the outer portion of the camera lense as they walk through a faint light source. I want to believe it is decent proof, but look at it again and see what you think.

What brings me to the conclusion that this is fake, is the fact that there is no transparency to the figure at all.
You see it pass between two distinct and solid objects in frame. One is in the foreground, and one in the background.
The object in the background is completely blocked from view in all video filters as the figure passes in front of it.

It's a window. You can see cars driving by. Nothing out of the ordinary. The apparition...I just think it's odd that the investigator just stands there. It looks like the person is using some equipment. I would think if it went nuts, that person would react. Just my opinion.
