I think that the 3 tone siren is the priority siren, meaning it has a VERY important passanger, cargo, or destination....y theyd use such a difficult one to hear as their priority....idk...

@LUKE01MAN no its the contrary, the 3 tone siren in France is a siren which "ask" for priority, people are not obliged to let a vehicle with a 3 tone siren pass... the private ambulances (non emergency), gaz/electricity emergency, and organ transport vehicles use this siren!

for very important emergency they use the regular 2 tone with the volume at the maximum and some ambulances have also the wail/yelp siren but its unfrequent

Blue is more visible than red, red is allowed in France for non emergency vehicles (emergency vehicles could too ifvthey wanted) but nobody uses it its very very unfrequent to see a vehicle with red lights il france

Some european countries use red like spain, poland ( for the police but now new vehicle have all blue lightbars with a liitle red strobe)...

@call17police In Poland police never had all red lightbar. Additional red light marks first and last car in convoy.

@maciek92 yes i Know it was red+blue for older cars and vans and some were entirely blue, now new ones have all blue with a tiny red light.

other eastern europe countries use red i think to , as a additionnal color like hungary (maybe not for newer véhicles)
