When they are in the tadpole stage they are not considered amphibians but rather raked with fish because they rely solely on water and can not life out of water yet. But this is not a tad pole. This fish is swimming like it is in distress. The water is most likely killing it and is void of oxygen that is why it is swimming at the surface.

If that river is truly toxic, that to me is completely believable. When a fish is deprived of proper water pareemeters and oxygen levels they swim around the surface trying to get out and gasping for air- it's the truth. If the river is fine then it could be an rc fish.
