@MrPoOnJaYy You have to look at the numbers along with the handling editor variable names, start with the first number which is on the top left of the handling editor and go down the list. Or open the handling.dat file in your game folder and then look at the legend there. Both options work well.

@Raiyanz If you tried allmost everything go to vehicles.ide and try to set the basic HandlingId from another car .. The game has a preconfigured setting for all the cars individually so some is more bouncy than others... And im NOT talking about what the video shows us..! The handling data is not the only thing that controls the cars.. Some cars like vans drive differently.. So basically the same car with same handling data might drive differently based on the car you have changed it with... :)

@jortzdimaculangan It is important to note that the model of your car can actually change the way the behaves in terms of handling. If your car model is very low and wide, the game will actually simulate lower center of gravity right off the bat without you having to set the center of gravity lower, of course you still can though if you'd like. Lower the center of gravity Z axis.

(the only prblem here is that the car likes to jump alot in small humps...what are the solutions?)

@TivoliNissen I found out that I need to restart the game, but can it be a problem that my game version is v1.0.7.0 ? I put in the specs for the Sultan RS for the Uranus and after I restarted the game, the car didnt have wheels and I could not enter the car :S What did I wrong?

@TivoliNissen Yes you need to restart the game every time you make changes. Also the problem with applying the Sultan RS numbers to the Uranus is that they have different suspension travel points on the model itself. Leave the Uranus suspension settings alone except for the suspension force and damping which won't really matter anyway but change other handling values. Also please note that because of the difference in suspension travel points, you need to modify the center of gravity z as well.

Everyone gets that filelist.pak message, its normal. If the backup function does not work you can then just go into the handling editor or the handling.dat file located in the Rockstar Games \ Grand Theft Auto IV \ common \ data and paste that above original value in for the car Uranus.
