Your problem is the time of drying and trying to to pour on plastic. plastic prohibits drying.You would be better off pouring on dirt or plywood.Concrete can be crumbled in your hand two or three days after a pour. Total cure for concrete is twenty one days to drive on.
You might try to grind up the paper in a blender first. The paper absorbs lots of water so you need to let it all dry out slowly for at least a week or two. After 21 days concrete cures it might take longer with all the water. I threw my little mix in the weeds and after a month I discovered itwas rock hard and light weight! Also try a bag of pure portland cement power. You can always add a little sand later. Mortar has too much sand to make it strong enough.
