If you are making a mixtape, something you give away for free, you can sample without getting rights since you aren't making money from it. But the 6foot 7foot song was on an album that is being sold so rights were paid for.

I heard on NPR what this song was meant to be about; banana workers in Jamaica would sometimes be underpaid or not paid at all for the bananas, and the singer is calling for the Tallyman to come and pay him. When it talks about rum, it's because sometimes, when they didn't have enough to pay the workers, they'd give them rum instead. I just think it's really cool, taking something not-so-cheerful like that and turning it into a great song.
