The Germs are considered by those who know one of the all time great american punk groups.and their album [GI] is on a short list of the greatest american punk albums. The band behind Darby is tight as hell and has a tremendous, driving attack. And Darby's performance in the film is one for the ages. I can see how many would call it awful but you have to have a certain kind of sensibility for things like this. It seems chaotic but it ends up being one of the greatest performances in punk history

There was Don Letts "The Punk Rock Movie" from 1978 and Lech Kowalski's "D.O.A." from 1980 though I wouldn't say that either exclusively covered the London scene as they also included American bands. I don't know if either of these are the film that you're thinking of?

There's a great film that came out about the Vancouver, Canada punk scene called Bloodied but not Bowed. Even if you're not familiar with the scene it has some great archival footage of what was going on in the punk scene on the whole.
