Ted, I think you're ok but we don't need a budget surplus, keep the books in the black.
Its harder to manage, but fairer than holding the tax payers money hostage.
Back in the day the sign of a good goverment was controling the income and out goings,now it is to make up new charges and taxes to keep the budget in surplus.
