Actually, unfiltered city tap water, (treated with dechlor and liquid ferts), is better than RO for planted aquariums as it has trace beneficial minerals, to a varying degree depending on where you live.
The diffusers seen on the left side look like CO2 diffusers to me. I don't keep planted tanks any more (and wasn't this good when I did), but I'm pretty sure that's what they are.
Planted tanks need micro-ecology understanding, Winogradsky made many good experiments that will help anybody who wish to improve sustainable autonomus aquarium system with low tech aplications but still demanding some amount of light if plants and algae are present. There are many names that should be mentioned that had been achieving (and studying) amazing results about the great capability of a planted aquarium.

You plant them in aquarium soil, just like outside....
In very small pieces, like seeding....
