What do you refer to when you mean Tibetans? if you mean the lamas then sure the don't like the progress, all thats happened to them is they've gotten their power and wealth taken from them and given to the common Tibetans. I wouldn't be happy if they were happy with the progress, but if you mean Tibetan Chinese (so excluding the Han and other Chinese who've migrated there in the last 100 years) then you've gotten your information really wrong.
