i wonder when in situations like you describe where restorative/healing forms of justice form a culture.. how do these subsist with more retributive models.. i mean i guess youd have to look at specific examples but how could conflict escalate to genocidal levels in cultures with harmonic/reconciliatory models of conflict resolution in traditional pride of place... perhaps the retribution comes from modernity..that is from the so called developed world and its retributive sense of the law?
