you go to da basic abilities and make that da cp remaining is enough to equip da basic ability you will see in da menu for da abilities.

To equip costumes, by it from the PP shop (first option on lower part of starting menu) and go to the character, go into customization, and press triangle.

what's the golden symbol beside the name of the equipments?

The golden symbol is the rank of the item. That rank determines how beneficial the item is, and it has effects that activate due to the conditions. for example, if the item says HPが50～70%, it means that effects activates when your HP is at 50-70% of your max health. If your talking about skills, it means you mastered it and the original CP cost is halfed. Also, it can result in getting better versions of that mastered skills.
