i dont know if this is right, but my interpretation on what this song means is just because you look at one being or creature as a fish (or a less intelligent inferior creature than yourself) doesn't make it so. because the other creature could be looking at you the same way, through the glass box that surrounds it (or keeping all inferior creatures away) and the glass is representing like how far you seem to be from that creature but so close at the same time.
