When you start a cross country race, you should already be stretched and warmed up, so you don't need to start out jogging. You should start out at your race pace. What you want to do in the beginning of a race is go out strong, striding or a little bit faster than race pace. You want to get a good position in the beginning cuz you dont want anyone boxing you out during the race because then you would have to cope with it hence wasting more energy. Also if you think about it if its a dirt road, and a lot people running is going to make dust clouds.

not everyone is a front runner like you, there are mental runners too who go faster as they pass more people, I would know because Im one of them. But, I wouldn't say you should start out at a jogging pace, that's just retarded. Maybe 5:35 for your first mile if your doing a 5k, that's decent enough, then pick it up from there. So yes you do have a point you do want to get into a decent position within the first 200, but not necessarily a sprint pace.
You warm up before a race, not during the race, or else your time sucks. The only reason you might want to hit negative splits is to postpone lactic acid buildup, but nowhere in the actual race should you actually "jog" (save that for the warmup and cooldown.)
How is this a tip for competitive xc? Nice easy jog then pick it up? Good luck trying to be competitive with that strategy.

1. There's no magical, set distance away from the finish line as to when you should finish hard.
2. It's better to go out conservative, and let idiots who start fast, fall apart and go into oxygen debt.
3. Cross Country is all about pace change depending upon the terrain of the course. Quick, choppy strides uphill, long, bounding strides downhill.
