The bulb was probably hit by a bullet fragment when he hit the target carrier.... unjacketed 22 rounds break up pretty easily. Safety glasses WOULD stop the bullet fragments in a ricochet. They'll also prevent you from taking a hot bullet casing in the eye.

Look closely, you can see a thing(probably) metal twist backward almost like a bullet hit it and can hear a ping as soon as it moves followed by the light breaking. So my theory is that he shot a little above the target, hit the metal rectangle above it, and the bullet ricocheted into the light fixture above. Just look very closely.
It didn't look like it was an accident(he appeared to pull the trigger on purpose), it looked like just an inexperienced shooter who never fired a gun... Probably nervous as hell.. We've all been there, admit it or not. Bottom line, nobody got hurt, because he was following the safety rules.

I sold a gun to a guy at my shop and he brought it back like 2 weeks later and tried to return it, the reason being he was in his apartment and was in his words 'playing with it' and it went off and shot through the wall.

More toddlers die in swimming pools than from accidental shootings. Perhaps we should ban people from owning swimming pools? What next? Ban people from owning knives, machetes, and axes which are totally silent? At least with a gun it makes a loud noise alerting people in the area. Whole villages have been hacked to death by machetes in the dead of night in some countries.
