Is the judge a konami official judge? if so you could ask him to check the konami judge forum. as far as the ruling goes you are correct. warning can only negate cards that ss upon activation.
ok here is the ruling that he gave. I play geartown on the field, then my opponent plays solemn warning attempting to negate it. The judge said you can do that but I know that warning can only negate cards that special summon upon activation. (ex: monster reborn, call of the haunted) Geartown doesn't special summon when it's activated so it shouldn't be able to get negated by warning right. I am pretty sure this is right based off of forums I've read, but I have no credible proof on it.
