Maybe the health insurance industry wants this to pass, if they are getting billions in taxpayer dollars out of it. Hiking rates at such a time seems more suspicious than a business decision.

You can never rule out hubris, which is the inevitable fate of all powerful and mighty. You also can never rule out that even insurance co. now realise that the battle is lost and are trying to get as much looting of dead corps before they run away.
