It's part of a bus operator's job to inforce the rules, ie no smoking, eating, radio playing and seeing that the proper fares are collected,if the driver wants to keep his job. There are "ghost riders" who's sole purpose is to see if drivers are following the rules, and even for the slightest infraction, discipline can be administered. If the operator doesn't try to keep some type of order on the bus, who will? Police are on the trains, but rarely will you see one on the bus in da hood.
