In Taiwan, Hokkien and Hakka is consider as a language. Off course u r Bi-lingual (English & Mandarin). It is a waste u cannt speak well in H & T. Speak to yr parents in dialects. Or speak to yr friends who could speak the dialects will help u improve. I learn Cantonese by listening to songs, watch Cantonese soap operas on TV and talk to Cantonese frens. Now i speak Hokkien, Cantonese, Mandarin plus Malay & English fluently
