This same guy was just doing this on Thundermountain on one of the Valve servers. I don't understand why they have vote-kicking disabled on all of their servers. Since there are no server admins, there is no way to combat this except to go to another server.
To report him for cheating, go to his Steam profile page and click the "Report Violation" button in the top right.
(search google for his Steam profile)
