Yes, he was so cold, his dick froze off, and then Master Higgins slowly began to realize that he couldn't have those kids he always wanted, and he became so depressed that he wanted to kill himself. That meter is the "suicide meter", and it will slowly go down when Higgins becomes depressed.

...Actually, it's a timer.

That's his food supply. It drains constantly in any level, and you have to refill it by eating fruits and such. If you run out of it, YOU DIE.
