hard to day who is at fault here. I have seen enough boats race to make a bridge they where late for time wise (in the US bridges are only supposed to open on the half hour unless otherwise noted) to know that plenty of boat captains are foolish enough to go through a bridge going down.
I have also seen my share of bridge collisions because of said stupid boat operators.
The speed that boat was travailing makes me think this was yet another one.
aparrently the operator was on backpain medication and had been called into work, having consumed 4 glasses of wine at lunch. thaught the ship had passed because he could see the bow but couldnt see the wheelhouse and started to lower the bridge. next thing: WHACK!
needless to say, he got fired. the ship was written off after the anchors pierced the hull after they failed to slow the ship after she lost power due to damage from the impact and resultant fire.
