No T-Pain doesn't own it. duh. He popularized it. Everyone took him for a joke when he did I'n in love with a stripper, and then when he came back and he blew up everyone started doing it. And you should ask him for permission because I'm pretty sure if you made something that could turn ANY song into pure gold then you would want permission.
