Yeah, this was definitely staged. It was in response to the Michael Richards racial remarks. I used to work at a TV news station in Odessa when this happened. It came out a couple of days later that it was all planned. We interviewed the guy who "punched" Pauly. He admitted to us that he was trying really hard not to laugh when he did it.
