There are already highways that go from Mexico through the USA to Canada. You can travel from Vancouver into Seattle into Mexico. Interstate 5 goes from border to border where it turns into either a Canadian highway or a Mexician highway. This also works on other stretches of roads...So what's the big deal with a super highway, when others already exist?

The highway doesn't somehow "create" a union. It's suggesting free trade, unregulated between borders, desolving them completely, which would unionize the three nations. It might not be sinister but it is something that is being voted on.
