It's not just the movement. The way they're singing is very cute-like and comes from the throat, not the stomach. There's no way they could sing like that and dance like this. Honestly, it would sound awful. I've tried. lol
To keep the cute robotic sounding voices, they have to lipsync.

To be honest(even though I'm a fan of there's--and know the mic is part of the choreography--), I wish they would sing live more. It would be more enjoyable in my opinion. And we might try not to think (real) voices are the only means of expression for songs. As to this song, autotuned voices are essential to the expression for its world. I think their movement of lips from 3:35 has a point, suggesting the final rattle in disappearance of Electro World. There is "ELECTRO WORLD (with English subs)" video, if interested.
@BlueDragonFuze Perfume aren't going to follow the path of diva, but I understand your point. "Foundation" and "Computer Driving" in their GAME tour dvd (2008) are worth checking. "Fan service bitter" dvd (2007) is also good for those who want to hear their real voices. And there's a good news. More songs in their new album "JPN" than before sound suitable for singing live, which means we might see they sing live more in the next live dvd (2012?).
@roseberryN4 Ill have to look at the subbed version of Electro World then lol. I listen to the music mostly than the lyrics for the majority of the time. I dont think I really gave much thought to the reasoning behind choosing to sing live lol so thanks for the interesting info :) Im excited with the newer album then :)!! I noticed from 3:35 - 3:46 that they were all singing without their mics. I didn't see any head set mics either. So does Perfume lip sync every time they perform? I mean, they're dancing and it would make sense to hear them out of breath on the mic. It makes sense to me. The song sounds just like the album. I love these guys, so I was only curious. Thanks :)

As to the particular part you pointed out, they always lip sync, while, for example, in the polyrhythmic part of "Polyrhythm", they normally don't move their lips. It means they always choose whether they should mime, hold up mics, etc, to express the world of the song best. So they just sing live if they think it best, like "Foundation" in the same concert.

@Danc999n No. They are way less popular -- really they are fairly minor compared to AKB48 (blurgh) -- and struggled for some 5-6 years before they even made the top 100 charts. They're famous in the entertainment world for how humble and polite they are, which is hardly the case with Bieber. Actually I don't even see any correlation. What was the basis for that comparison?
@Mockingbirdnet This much movement requires lipsync? I will give you that this band concert appeal is for the show like KISS did...show band. But there is not enough movement to require lip sync at all...look at BOA way more movement, no lipsync. This band lipsync's for the show to not ruin the perfection of the song from recording. A song recorded is almost always better than a song sung live. Great music though, good band, good show.
@Somedaysafe It is not uncommon for Japanese Pop and Idol singers to lip-synch in stage-shows; in fact it is usually expected. The Japanese music culture is extremely fond of a polished, well-rounded performance: dance, light-show, music; the works. Lip-synching is not seen as a lack of talent, but rather an effort on the part of the artist to present a perfect package worthy of the ticket cost.
@WolfHolleman that's interesting. I can fully understand their culture when it comes to upholding image. I still feel that when bands play shows, it's the live, promt to that makes it worth while sometimes.
