It's an alternate costume. Bulma is supposed to be Videl and at 0:25 Bulma says Gohan-kun. They changed it to Vegeta because it wouldn't make sense for Gohan to save Bulma, well not in a way they intended to, so they changed Gohan to Vegeta. Being the lazy bums they didn't change their voices... so Bulma sounds like Videl and Vegeta like Gohan

you used a cheat disk to get a special costume for videl, it isn't bulma. The special move you used was an altered version of "videls close call". Vegeta spoke with the same voice as the japanese gohan, not vegeta.
