Lol... They are perfume practicing... they are wearing the masks, cause they dont want to get sick! They prolly were practicing for a video, or live performance. In Japan its not uncommon to wear masks from time to time, and especially when you are about to do something important soon. Also, they do sell alot of clothing similar to that of Perfume's. Mostly because other people want to try to dress like them, but the clothing is readily available.

This is a good dance cover! But really, those outfits are obviously homemade. A-chan's skirt looks different and is more professionally made than the one that this girl is wearing here. Also, the polka dots on the outfits don't match exactly.

Also judging by how thin these girls are (they are thinner than the Perfume girls) they are probably younger teenagers.

Are you referring to the clothes they were wearing mid video?

The original video was used to promote Natural Basic Beauty, a clothing company in Japan, so Perfume wore clothes from their line. It's safe to assume that the girls in this video bought the same clothes and wore them for this video.
