I do agree about the reflex/placing action. Several years ago, on TV, I saw a study on newborns and how they are born with knowing how to "walk". The doctor demonstrated the same action as this baby is taking, but with a baby (his son, I think) that was only about a week old. He supported the baby in the same manner, but made sure the baby's head rested to the side and against his own raised shoulder which was supported by the doctor's hand.

That is not walking. It is a reflex in babies called 'placing' - when you hold a baby up (ages from newborn to around 4-6 months of age) with the soles of their feet touching a firm surface (e.g. the floor) they do a movement of bringing one foot up, placing it on the surface and then lifting the other foot. With the parent moving forwards, whilst holding the baby, this movement can look like walking.
It is common for parents to get excited about this and think their baby can walk!
