no, Akuma is Ryu's father. Gouken is Ryu's step father and since he is Akuma's brother, he is also Ryu's uncle

Akuma is not Ryu's father. Although Akuma and Gouken are brothers, Ryu and Ken are both just students of Gouken and have no blood relation to Akuma. Akuma pursues Ryu only to wake up the Satsui No Hadou within him while Gouken wants to prevent this.
