According to wikipedia, China generates 1.95tillion kWh of coal-fire power per year. US generates 1.99trillion kWh. So much about China polluting the world using coal-power. China is a leading figure in using renewable energy while the US fills up the rest of its need with oil and nuclear.
Total energy consumption per capita in US is 4 times of China. So while China's still way behind the US, the US is busy pointing the finger at China for causing not even close to the damage they're doing.

However, their cost in pollution is 3-5% of yearly GDP currently. In 5 years, that will double. The longer China waits, the more costly. So far, the cost to clean up pollution cancels out the last 10 years. That's why China won't change.

They have trouble enforcing laws because there is a split between the central and local government. The local government only wants to "develop economically, clean later."
